Biden administration’s DHS officials, revealed to have backgrounds in left-wing advocacy, are shaping U.S. immigration policies amidst rising illegal border crossings.

President Joe Biden’s Department of Homeland Security (DHS) is filled with officials who previously advocated for progressive immigration policies, according to documents obtained by America First Legal (AFL). This has raised concerns as the agency oversees an increase in illegal immigration at the southern border.
Gene Hamilton, AFL’s Executive Director and General Counsel, stated to the Daily Caller News Foundation, “Americans can be sure of one thing: what the Biden administration has done to our borders and our immigration system is no accident.” He highlighted that the appointment of certain personnel at DHS reflects a deliberate strategy to relax immigration law enforcement.
Felicia Escobar Carrillo, currently the chief of staff for U.S. Citizenship and Immigration Services (USCIS), worked prior to this role as the director of immigration at the Beacon Fund. Here, she developed strategies to support immigration reform and assist the integration of immigrants and refugees, as per her resume.
Moreover, Carrillo also served as a consultant in 2017 at the L.A. Justice Fund, which provides legal counsel to illegal immigrants facing deportation, according to her resume and the organization’s website. She was a policy analyst for the National Council of La Raza (now UnidosUS), an entity opposed to stringent voter ID and workplace laws, as noted by the Capital Research Center.

Eva Millona, another key figure, became DHS’ Assistant Secretary for Partnership and Engagement in 2021 after leading the Massachusetts Immigrant & Refugee Advocacy Coalition, which supported state legislation like the Safe Communities Act, aimed at hindering local cooperation with federal deportation efforts, as detailed in her resume.
Similarly, Bitta Mostofi, now a senior advisor at USCIS, previously worked for the Council on American Islamic Relations, an organization that has faced criticism for its statements on Israel and its political advocacy.
Royce Murray, a counselor to the Secretary at DHS, worked for organizations like the American Immigration Council and the National Immigrant Justice Center, both known for defending immigrants’ legal rights, as per her resume.
Lastly, Avideh Moussavian, the current chief of the Office of Policy and Strategy at USCIS, has been involved in policies that aid immigrants from specific regions under the CHNV program, with over 400,000 immigrants benefiting since 2021, as highlighted in her resume.
DHS and USCIS did not immediately respond to requests for comment on the implications of these officials’ backgrounds on current immigration policy measures.
