‘Big Beautiful Bill’ codifies 28 executive actions into law, Johnson announces
Why It Matters
-
Executive orders can be swiftly reversed by future administrations.
-
By codifying these actions into law, Congress ensures they cannot be easily rescinded, embedding them into the legal framework.
House Speaker Mike Johnson, R-La., announced July 8 that President Donald Trump’s newly signed “Big Beautiful Bill” enshrines 28 of his executive actions into federal law.
“Congress has cemented President Trump’s agenda by passing the Administration’s signature legislation — the One Big Beautiful Bill,” Johnson announced in a July 8 statement. “In this historic act, Republicans included 28 of President Trump’s top executive actions – now codifying some of the most significant America First priorities.”
According to the Blaze, Trump told reporters the bill gives legal permanence to many of his prior executive orders.
“A lot of the things that we did in executive orders have been codified in the legislation that we just had passed,” he said, “and we’re going to be sending in a lot over the next period of about two months separately, but a lot of it was part of that Big, Beautiful Bill.”

According to Johnson’s office, the bill codifies orders focused heavily on border security, energy independence, government reform, and national defense.
The bill incorporates policies aligned with Trump’s earlier declaration of a national emergency at the southern border and implements stricter immigration enforcement. It also includes provisions supporting clean coal development and expedited domestic mineral production — echoing priorities in an April executive order.
Johnson also noted that the bill codifies Trump’s order “Improving Education Outcomes by Empowering Parents, States, and Communities,” which aims to “facilitate the closure of the Department of Education and return education authority to the states,” according to a White House fact sheet.
It also supports the Make America Health Again (MAHA) Commission, Johnson reported, an initiative established in Trump’s Feb. 13 order to examine links between diet, food production, and chronic illness.
Congress Codifies 28 of President Trump’s Executive Actions in One Big Beautiful BillWashington, July 8, 2025 WASHINGTON — Last week, when House Republicans passed President Trump’s signature legislation, the One Big Beautiful Bill, they codified into law 28 executive actions taken by President Trump. “President Trump has done more to improve the lives of working Americans in the last six months than almost anyone could have imagined,” said Speaker Johnson. “He has repaired Joe Biden’s damage and kickstarted America’s new Golden Age. To help accomplish the mission, Congress has cemented President Trump’s agenda by passing the Administration’s signature legislation—the One Big Beautiful Bill. In this historic act, Republicans included 28 of President Trump’s top executive actions - now codifying some of the most significant America First priorities.” Executive Actions Codified into Law by the One Big Beautiful Bill:
The Biggest Conservative Victory in 30 Years![]() Stephen Moore | Jul 08, 2025 Everyone knows that the "big, beautiful" tax bill signed into law on the Fourth of July lowers tax burdens for families and businesses. It also averts a $4 trillion tax increase starting next year. That's enough reason to celebrate heartily. But what isn't well known is that this new law doesn't just change tax policy. It includes dozens of other long-sought policy goals -- what I call "hidden gems." Here is a list of some of the major policy victories: The law is the most aggressive federal advancement of school choice by allowing low-income parents to direct education dollars to private, charter, or Catholic schools that are better for their kids. The law also expands eligibility for personalized medical savings accounts instead of conventional insurance. This allows workers to control their health care dollars. The law increases mining and drilling on federal lands to increase access to America's natural resource supplies, to end our dependence on the Middle East, China, or Russia. The law formally ends the absurd Biden student loan forgiveness program, which forced taxpayers to swallow the costs of unpaid college loans. The law repeals the electric vehicle mandate and phases out the Green New Deal, thus allowing Americans to purchase any car they want. The law expands opportunity zones and extends tax benefits for investing in inner cities and economically depressed rural areas. (I thought Democrats cared about poor communities!) The law increases the tax to 8% on the nearly trillion dollars of bloated university endowments — money that was never taxed. Is there a better way to tax the privileged rich? The law strengthens work requirements for Medicaid and food stamp recipients. History shows that work requirements end welfare dependency. The new law authorizes the sale of expanded spectrum to strengthen rural broadband, secure America's technological dominance, and reduce the national debt by nearly $100 billion. There's much more to shout about, but these are some of the greatest hits in a big and beautiful bill that advances America's freedom and prosperity. Expect the economy to grow at over 3% in the years ahead, which will lighten the burden of our national debt. Is it the most significant consecutive victory in modern times? It may just be.
