Eighty House Republicans voted with Democrats on Tuesday to pass the Immunization Infrastructure Modernization Act, which if passed by the Senate and signed into law would fund a federal vaccination database.

According to the bill, also called  H. R. 550, the government would provide $400 million in taxpayer dollars to fund “immunization system data modernization and expansion,” a system otherwise defined as “a confidential, population-based, computerized database that records immunization doses administered by any health care provider to persons within the geographic area covered by that database.”

The text specifically outlines an expansion of Centers for Disease Control and Prevention (CDC) and Public Health Department capabilities and the ability for state and local health departments, as well as public and private health care providers, to share health data with the federal government.

In a statement, the bill’s main sponsor, Democrat Rep. Ann Kuster (NH), said the system would be used to “remind patients when they are due for a recommended vaccine” and identify areas with low vaccination rates to “ensure equitable distribution of vaccines.” Notably, the bill has four Republican co-sponsors: Reps. Larry Bucshon (R-IN), James Baird (R-IN), David McKinley (R-WV), and Brian Fitzpatrick (R-PA). Not one Democrat voted in opposition to the bill.

Rep. Mary Miller (R-IL), who was one of the 130 Republicans to vote “no,” told Breitbart News exclusively on Wednesday that the legislation would enable the federal government to “track” unvaccinated Americans who “will be targeted and forced to comply with Biden’s crazy ‘global vaccination’ vision.”

“These systems are designed to allow for the sharing of crucial information and maintenance of records. Do we really trust the government to protect our medical records?” Miller said. “The bill’s author even bragged in her press release that these systems will help the government remind patients when they are due for a recommended vaccine and identify areas with low vaccination rates to ensure equitable distribution of vaccines. This was clearly a legislative tool to enforce vaccine mandates and force their Orwellian rules onto those who do not comply.”

Rep. Byron Donalds (R-FL) also voted “no” on the bill, citing “Democrats’ habitual pattern of reckless and wasteful spending” in an exclusive statement to Breitbart News. The congressman said the legislation only serves to expand the power of the federal government and trample individual rights.

“This legislation would unnecessarily appropriate millions of taxpayer funds intended to expand bureaucracy in Washington. A database solely created to record and collect confidential vaccination information of Americans explicitly encroaches upon individuals’ fundamental right to medical privacy,” Donalds said. “As a fiscal conservative, I cannot in good faith support legislation that contributes to the Democrats’ habitual pattern of reckless and wasteful spending and the intrusive heavy hand of government.”

Miller noted that the legislation paves the way for the government to give blue states millions in taxpayers funds to enforce vaccine mandates. According to the bill’s text, the government could award grants and cooperative agreements to health departments or other local governmental entities for agreeing to adopt the new data collection guidelines set by the CDC. Any agencies hoping to receive a grant must agree to comply with security standards to protect personal health information.

H.R. 550, Immunization Infrastructure Modernization Act Charges and Responses:

Topline: These deidentified, confidential database systems already exist. They are not personal tracking systems and have nothing to do with vaccine mandates. These state-run systems have existed for decades and this bill is aimed to beef up the security of them and establish guardrails to ensure funds already appropriated by the Biden administration go to modernizing these confidential systems and NOT to unrelated activities, such as enforcing vaccine mandates.

Charge: This will create a Federal database of vaccinesfor the federal government to track me.

Response: No, this bill will not create a Federal database. Immunization Information Systems(IIS) already exist in the States and use population based, deidentified data, meaning no personally identifiable information. This bill ensures these existing systems are modernized and the information included in them is secured and kept private. Each State system has their own standards, and all are confidential so this would be an extra layer of protection to ensure they remain so and that any new state IIS are that way as well. The Centers for Disease Control (CDC) DOES NOT and WILL NOT have your vaccination records.

Charge: This will make it easier for the government to track me.

Response: No, this bill simply modernizes existing, state-based systems that use population-based, deidentifiedinformation, meaning your personal information and vaccination status will not be accessible by the government. They are not personal tracking systems and cannot be used for that purpose.

Charge: This bill will be used to enforce the Biden administration’s Orwellian vaccine mandates.

Response: No, since your personally identifiable information is not accessiblethe Biden administration will not be able to use them for their unconstitutional vaccine mandates. They are not personaltracking systems and have nothing to do with vaccine mandates. These state-run systems have existed for decades and this bill is aimed to beef up the security of them and establish guardrails.

Charge: This is a dangerous overreach by the Federal government that hurts States’ rights and will lead to an abuse of civil liberties.

Response: These systems have existed for a while and are run by the States, not the Federal government. In fact, this bill will help protect against abuse from the Biden administration. In the ARP, they sent millions of dollars to “improve IIS.” There was little to no descriptive language or guardrails on what that meant. Therefore, this bill would lay out in detail what is meantby improving IIS, while protecting States’ rights and personal information and help ensure that money that was already appropriated is NOT going to anything outside of actually modernizing existing IIS, such as vaccine mandates.

EDITORS NOTE:  I did not do a very good job with this segment in my 12-4-21 podcast. None of us wants a vaccine passport and I really don’t think this will lead to that. What is really behind this is the fact that the medical databases that they were trying to use during covid to track what was really happening are a disaster - like everything that we pay for and government fails to do well! They don’t want to admit that, so they passed this bill so they could fix it at the state and local level.

The reality is, and you saw it yourself, they had bad data all over the place during covid. We caught them time and time again with the wrong statistics. For example here in Ohio they would just drop in hundred of supposed deaths from days and weeks before because they “missed them” at the time.

The result was that many of us felt that they were doing it intentionally! That they were manipulating the data on purpose to hide what was really going on. In fact we gave them too much credit - which we often do! They simply were incompetent! The ARE incompetent. That fact, and that constant presentation of bad data, undermined confidence in everything they said and did and appropriately so!

Here is the bottom line, we do need ACCURATE real time data about something as serious as this! You think Amazon doesn’t have accurate real time data about who is buying what products and what their sales are at this very moment? It’s important for making accurate decisions. This Bill is an attempt to build that system - WITHOUT identifying or tracking you individually!

I want to know this information! I want it to be accurate not some flawed opinion by some government bureaucrat! Hopefully this system will enable that information to be available to the public in real time because that would be good. Certainly, the government HAS used every system we have for illegal purposes and they will again. This bill is not for that purpose in my opinion but we must remain vigilant against any kind of tracking system be it for medical reasons or gun registration, doing so would be a violation of our rights!
